Is Samsung trying to make the Qualcomm GS4 unstable?

       The Qualcomm Snapdragon 600 chip is clocked at 1.7GHz. Now the question is why did Samsung over-clock it a .2GHz more? Are they trying to make the device wear out faster? This is clearly a big mystery on why it is over-clocked. I can't see any normal user who would need a .2GHz faster CPU, 1.7 is fast enough. To top it all of the international variant is can only run up to 1.6GHz. Maybe Samsung is trying to drain the 4G variant's battery life? Look at this analogy, overclock CPU + 1080p display + 4G radio equals a no good battery life. What's going on with you Sammy?
